We recommend that the title of the Labour Officer should be changed to Commissioner of Labour and that the officers now known as assistant labour officers should be called labour officers. For the latter we propose a scale commencing at the same point as that of administrative officers, but rising to a maximum of $20160 per annum only. We consider that labour officers should in future be required to learn Cantonese and have accordingly proposed a three years' probation period. We recommend that Chinese assistant labour officers should in future be known as assistant labour officers. We consider that future entrants to this grade should be required to have a University degree together with a diploma in social science. We propose the same scale for labour inspectors grade II as for Police sub-inspectors grade 11. Promotion to labour inspector grade 1 should be subject to the passing of an efficiencybar, one condition of which should be the obtaining of a diploma in social science. We recommend efficiency bars in the scale for labour inspectors grade I at $7200 and 89600 per annum. We have proposed for the Lady Assistant Labour Officer (whose title should be changed to Woman Labour Officer) a scale similar to that of a mistress in the Education Department.
We recommend that female labour inspectors grade II should be on the same scale as uncertificated women teachers until they obtain a diploma in social science and that thereafter they should be placed on the scale for certificated women teachers. If in the future it is considered necessary to recruit candidates with University degrees and a special science diploma as women assistant labour officers, we recommend that the scale for assistant mistresses should apply,
Inland Revenue Department.

We understand that the creation of a post of Assistant Commissioner of Inland Revenue has received Government approval and we have recommended a salary accordingly. We have accorded to assistant assessors to the Accountant and to assessors grade II the same rates of pay as for the executive grade I and grade II officers. We consider that the taxation officers should be placed on the clerical scale.
Sanitary Department.

We recommend the abolition of the posts of grade IV foremen. For the present holders of these posts we have recommended the salary scale of semi- skilled workment.
Development Secretariat.
140.
We have made no specific recommendation for the salary of the Secretary of Development since we have been unable to foresee the future scope of this officer's duties and responsibilities or to determine to what extent his present salary was fixed in relation to post war conditions. In the circumstances we express no opinion as to the adequacy of his present salary. We have also made no recommendation
